The predicament is that, despite decades of educational "reform," including efforts to improve curriculum, developing standards, strengthening accountability, to quote Fullan (Reach the Highest Standards in Professional Learning: Implementation, 2015) "the emperor simply had now clothes--whatever was supposed to be happening was not evident." Fullan further states that opening the black box is a matter of understanding that implementation is professional learning. Simply introducing evidence-based approaches into schools does not guarantee they will be implemented meaningfully over time. One might expect that student achievement would incrementally increase in relation to the number of educators who adopt each new initiative; but that is not the case. The relationship between implementation and school improvement is not a linear one. Schools cannot expect a change in outcomes until the majority of teachers put new strategies into practice"--</subfield>
